DC Branding

This changes the navbar again. We will now have the DC Branding at in the footer, and only the SciLifeLab logo in the navbar. The "Data Delivery System" is in text next to it.

Currently using png images in the footer because the SVG images (at least for the dark background) doesn't show the "Data Centre" part.

• Tests passing
• Black formatting
• [ - ] Migrations for any changes to the database schema
• Rebase/merge the dev branch
• Note in the CHANGELOG
