Description
This PR purges the un-referenced change management technical paper.
This document is stale, unused and unpublished so let's at least commit to removing it. We can still reference it for historical purposes as it's archived in numerous
irisGitHub tags.This can be our first step in rationalising the subject that it attempted to address, but we can cover any outstanding work to do in the Documentation project.
