Description

This PR rationalises the cirrus-ci data_cache support for iris-test-data in the relevant tasks by using a template.

In addition, we've moved to using a formal release tag of the iris-test-data rather than a commit sha. For reference see SciTools/iris-test-data#58.

That is, if new data is added to the iris-test-data repo, then bump the version.txt (for humans) and tag a release of the master commit.

Looks sensible, tests are passing, iris-test-data is now tagged. Looks good to me!
