Some proof-of-concept work on faster linear interpolation.

NB. This is targeting the "decoupler" branch, which is a temporary branch for testing out a bunch of extensions, hacks, etc. The ones which turn out to be useful will be polished up and applied to master as usual.

The temporary decoupler branch has been around for over 2 years. It has 18 unmerged commits. I have no idea of their value, but I do know that any value is diminishing over time.

Proposal: The decoupler branch to be removed from github.com/SciTools/iris when we tidy up all of our maintenance branches upon Iris 2.0 release. @SciTools/iris-devs
