Add comprehensive Phase 2 implementation with: - CLI Interface: CommandContext, ICommand, CommandParser, CommandFactory - Middleware Pipeline: Logging, ExceptionHandling, Validation middleware - Utilities: 6 extension method classes (DateTime, Enum, String, Numeric, Validation) - Output Formatters: JSON, CSV, Table formatters with IOutputFormatter interface - Caching Layer: Thread-safe in-memory cache with TTL and automatic expiration - Event System: Domain events, event bus with pub-sub pattern - Integration: HTTP client factory, Telegram notification client - Background Workers: Statistics collector, database cleanup workers - Infrastructure: Rate limiter, console output, API response wrapper, config validator - Data Export: Export utilities with JSON/CSV support and statistics - Performance Metrics: Operation tracking and reporting - Commands: 7 commands (Monitor, Status, Help, Alert, History, Export, Version) Changes: - 45 new C# files (4,188 lines of code) - Updated GlobalUsings.cs with new namespaces - Updated Program.cs with full DI container configuration - Added PHASE2_FEATURES.md documentation All Phase 2 code compiles successfully with no warnings from new code.
