[BUG] Installer assumes NVIDIA GPU #661

Describe the bug
The installer tries to install CUDA decencies despite being on a AMD system. Ideally, it should install DirectML PyTorch on Windows until PyTorch is ported to Windows ROCm (taking a annoyingly long amount of time, unofficial ports technically exist now iirc), or install PyTorch ROCm on Linux
