Replace the header menu with a Learn | Fix mode switch - #7

Two modes side by side in one crowded menu made the header hard to scan; a switch picks the mode and a slim second row shows only that mode's pages. The header now has a Learn | Fix switch in the middle. A slim second row shows only the current mode's pages as underline tabs: Path, Quiz, Playbook X-ray and How a play runs in Learn, and Troubleshoot and Cheat sheet in Fix. Fix mode uses an on-call dark style. The "Something broken right now?" card on the home page and the Fix mode banner now match it, and the beige warning tint is gone from both.
problems.html is generated with the same header and always opens in Fix mode. It used to have a shorter three-link menu. On phones the brand and search sit on the first row, the switch on the second and the tabs on the third. Every site CI check passes locally, the page has no console errors, and no width from 360 to 1440px overflows.
