Not functional yet. This is the UI & persistence side of #572.

Only works for DualSense; in my testing, my DualShock 4 ignored the requests to set the LED to off.

This allows the user to change the controller LED while using Ryujinx. Useful for PS4 and PS5 controllers as an example. You can also use a spectrum-cycling Rainbow color option, or turn the LED off for DualSense controllers. --------- Co-authored-by: Evan Husted <[email protected]>

Unfinished, right now it just turns the LED off. I will finish it over the next few days
