Working implementation. Some edge conditions, multiple-modes handling, and timeouts need to be studied and tuned.
Implementation isolated to the webrtc-ib (our in-band signaling, R&D) stack -- zero to minimal impact on the mainstream code.
The webrtc-ib stack is not installed by default. Once the feature is solid, it can be back ported to the stream stack.
