This is a large commit, mostly merging some new BTC tests that we didn't have in RVN. This is only part 1 as there are still additional tests to be ported. Some of the tests were renamed to match the BTC tests. Also applied some code consistency across all of the Python files. This also included a new RPC call "getrpcinfo" that returns a list of the active RPC commands and how long they have been alive. This allows for smarter tests and some new future performance testing for RPC calls.
