This PR reverts #2537 which itself reverts #2531. Therefore, this PR updates all plugins to v12. Please see #2531 for a full list of commits.
Note that some of the samples have incorrect package-lock files. This has been true for a while, and I will fix them shortly. However, the package-lock files are not published, so this only affects local development with samples and does not affect the published plugins. That's why I'm forging ahead with publishing the plugins and will fix the locks afterward.
