Motivation

The Platform Team has decided to rename CliCop to Kanar to avoid confusion with ClickUp and to reflect that it is no a ClickUp-specific tool.

Migration plan

Add Kanar workflow to all repositories - example PR: https://github.com/RampNetwork/ramp-infra/pull/789
Replace CliCop required checks with Kanar - https://github.com/RampNetwork/ramp-infra/pull/780
Remove CliCop globally from CI
