为什么提交这份PR (why to submit this PR)

ioctlsocket的命令分两部分，一部分是网络设备相关，由sal处理，另一部分是协议族相关，由协议族处理，协议族可以无协议相关的ioctl命令。但是ioctlsocket函数在开头就判断协议族是否有ioctl会导致协议族无协议特定ioctl不能执行公共的ioctl cmd
