添加UART1/2/3硬件管脚配置

menuconfig有uart1-4的配置选项，但是board_config.c中只有uart4的硬件管脚配置操作。
这里添加uart1-3的硬件管脚配置操作。
已测试通过。

USART2_RX_PIN对应的管脚应为PA3，这个修改漏掉了。已在#6047中补充修改。
