Motivation

Queue interposition implementation currently has a deadlock when ROCPROFILER_ASYNC_SIGNAL_HANDLER_THREADS < n where n is the number of kernels connected via a barrier or something similar. So, for instance, if we have 4 async handler threads and 8 kernels with a barrier (performing an operation like all_reduce), we will hit a deadlock. This PR is a draft built on Ben's rocr-runtime changes currently.

Changed .current thread pool which blocked on individual signals to a single monitor thread which waits on any signal with the fixed hsa_amd_signal_wait_any
