Motivation
The current KFD ioctl for CU mask does not provide the full mask for multi-XCC devices.
This PR introduces a new ioctl to query cu masks on mi300 and mi400 series devices.
Additionally, thread trace has problems if the target_cu is masked out. This PR extends the API's "target_cu" negative value to indicate "find the first available CU". This should fix CI failures in machines that happen to contain a masked CU=1.
