Rewrite the Changed bullet around the agent-scoped fast-path benefit rather than internal queue-callback registry details. No public API impact; keep the kernel-iteration-range Resolved note.
Cancel-in-progress should drop the hung therock-pr-bot job on #13600 and start a fresh policy check now that the JIRA tracking line is valid.

Docs-only CHANGELOG PRs never create the check-run named pre-commit that policy.yml requires, so therock-pr-bot times out and leaves Not ready to Review. Touch .pre-commit-config.yaml to run rocjitsu-formatting's pre-commit job (exits cleanly with empty sparse checkout).
