Motivation

cppheaderparser is deprecated, we should move to cxxheaderparser. We had a pr for it before the move to TheRock happened.
Trying to revive this.

Technical Details

use cxxheaderparser instead of cppheaderparser.

This depends on ROCm/TheRock#8887
