Updates the hipFile project changelog to reflect new functionality and fixes planned for the upcoming (Unreleased) hipFile 0.5.0 entry.

Changes:

• Documented async GPU-direct I/O fastpath support for hipFileReadAsync() / hipFileWriteAsync() on the AIS backend (including lack of backend failover for async).
• Documented AMD-backend batch API enablement via an internal thread pool and noted this resolves the prior 0.3.0 limitation.
• Added a new Fixed section noting corrected CMake ROCm path detection for out-of-tree builds.
