[rocm-rel-7.0] Refined the CU-Fallback case for XCC value Resolve SWDEV-528780 / SWDEV-522233 We'll have more variations of CU-counts, therefore I've changed the test condition of cu-fallback in order to cover them.

We no longer support gfx803 and gfx900. Remove these architectures from the CMakeLists.txt DEFAULT_AMDGPU_TARGETS list to help reduce the size of the binary. Also update the examples listed in rmake.py's help output, which included gfx803. [ROCm/hipCUB commit: c5639f9]
