lgtm, can we also open a GH issue to track the eventual removal of this? or maybe add a comment somewhere about removing that flag once it becomes source of truth?

The flag I added already indicates that the monorepo is the source of truth but I have created an issue to track the eventual disabling of the subtree-push to update the individual repos: #2226 |

Motivation
Create another flag per project on repos-config.json to present the super-repo being the source of truth, instead of the old individual repo. This allows projects to not have this source of truth designation tied to auto-subtree-push, as we may not want that behaviour for all projects on the super repo and eventually want to turn off this feature.
