[CK] upgrade the CI to rocm10.1 docker and disable obsolete daily tests. (#13357) ## Motivation Since the ROCm10.1 had been released, we should upgrade to it as the new default compiler. Also, disabling the daily tests with the develop compiler branch that had been abandoned and rocm_ck tests. Motivation
