Motivation

To fix Aiter pipeline failure: CI develop build 2475.

Technical Details

Root cause: setuptools-scm was not pinned, so the build automatically picked up the newly released version 10.3.0. This version is incompatible with CK’s pinned vcs-versioning==2.3.1.
Unlike 10.2.3, version 10.3.0 encounters the incompatibility during mandatory module initialization, causing the build to stop.

Fix: pin compatible versions of setuptools-scm and vcs-versioning, then regenerate requirements-aiter.txt with updated hashes.
