LGTM, though I'd add a warning so a longer exec root doesn't come back silently.

Motivation
Closes #11488
Windows test binaries were dying with unexplained exit codes on deep test paths.
test_exec_rootpointed at the build tree, and this suite's deep libc++-style layout plus a long CI workspace prefix pushed%t/%t.dpastMAX_PATH. Point it at a short%TEMP%-based path on Windows instead, nothing outside lit reads from it.Note: with the exec root now under
%TEMP%,prepare_execdir()'s short-scratch-dir fallback (#10939) no longer triggers in practice because every%t.dis short enough that it returns early, so the deep tests run in their real%t.dagain instead of%TEMP%\hipthreads-test\<hash>. Nothing undertest/stdtouches files relative to the cwd, so tests are unaffected, but it isn't visible from the diff. The fallback stays load-bearing regardless:gettempdir()is environment-driven, and it's the guard that engages first if the root grows (at a 75-char exec root, vs. 85 for theexecutable= path)Also added a config-time warning (
test/lit.cfg) that fires iftest_exec_rootor the test tree ever grow deep enough to approachMAX_PATHagain, computed from the actual tree rather than a hardcoded depth.
