[hipCUB] Fix memory leaks in unit tests There are several locations in hipCUB's unit test that was missing hipFree after hipMallocs were called. Also the test `test_hipcub_caching_device_allocator.cpp` has been disabled for when valgrind is being used. This is because this test is very timing sensitive, and by using valgrind the kernel execution speed slows down significantly, messing up the caching checks.

There are several locations in hipCUB's unit test that was missing hipFree after hipMallocs were called.
Also the test
test_hipcub_caching_device_allocator.cpphas been disabled for when valgrind is being used. This is because this test is very timing sensitive, and by using valgrind the kernel execution speed slows down significantly, messing up the caching checks.
