ci: add Windows MSI install test stub workflow - #130

Thin wrapper forwarding to TheRock's test_native_windows_packages_install.yml, matching the existing pattern for test_native_linux_packages_install.yml. Required before ROCm/TheRock#9371 merges: the release workflow dispatches this workflow from rockrel's context, so the file must exist here. Co-Authored-By: Claude <noreply@anthropic.com>

…2/2) (#9371) ## Summary Adds the release-side plumbing: - Re-adds publish_native_windows_packages() to publish_rocm_to_release_buckets.py, now that #9370 wires in the build - The publish_to_release_buckets job now depends on build_native_msi_packages to prevent the "unable to find msi" errors previously observed - Dispatches the MSI install test after each release build. ROCm/TheRock#9371 wires the native Windows MSI build into the release pipeline
and dispatches
test_native_windows_packages_install.ymlafter each releasebuild. That dispatch runs in rockrel's context, so the workflow file needs to
exist here before that PR can merge safely.
This adds the Windows counterpart to the existing
