[config] add k3 gemm&moe tuned configs

Motivation

1. add PTPC fp8 tuned gemm configs for kimi-k3
2. add a4w4 tuned moe configs for kimi-k3, done in Add an opt-in a4w4 SiTUv2 MoE path and fix three SiTUv2 tuner defects #4463
