Per-cluster decisions: ws.ts reasoning re-homed onto upstream's pingdotgg#4079 connect-gap queue; decider adopts upstream requireActiveProjectWorkspaceRootAbsent; relay adopts upstream message-sent semantics; web-shell unions with the pingdotgg#4055 hero landing deferred (open question). No migrations. All gates green; smoke passed.

Resolve the index-route open question from the cadence pull with option 3: replace apps/web/src/routes/_chat.index.tsx with upstream's pingdotgg#4055 IndexDraftLanding (auto-open a draft thread for the most-recent project, add-project hero fallback) and retire loom's goal-overview surface. Goals in loom are not directly navigable (only threads are selectable; the overview was only reachable via the wordmark), so a thread-less goal+task screen was a dead end. Goal infrastructure (goalState/TaskTree/countGoalTasks/ useGoals) is untouched and still used by sidebar goal CRUD, GoalTasksPanel and the editable goal header; only the index-route overview surface is removed. Also update the sync note to record the decision and rationale.
