Campfires with content can be created by placing them, for example:
give @p campfire{BlockEntityTag:{CookingTotalTimes:[I;999999,999999,999999,999999],Items:[{Count:1b,Slot:0b,id:"minecraft:tnt"},{Count:1b,Slot:1b,id:"minecraft:command_block"},{Count:1b,Slot:2b,id:"minecraft:jigsaw"},{Count:1b,Slot:3b,id:"minecraft:structure_block",tag:{BlockEntityTag:{id:"minecraft:structure_block",mirror:"NONE",mode:"SAVE",rotation:"NONE"}}}],id:"minecraft:campfire"},BlockStateTag:{lit:"false"}}
