This should make it easier to reuse states where both dom0 and VMs are configured from the same formula.

@woju what do you think about this? Is it good idea? This would mean in practice abandoning dom0 salt environment.

What are the examples of such states?

In principle I have nothing against, but this has to be done around 4.0. If I'm not mistaken, it breaks user-written tops (which currently belong to dom0 env).

If I'm not mistaken, it breaks user-written tops (which currently belong to dom0 env).

This is exactly why I want to do this as early as possible (3.2). In 3.2 we'll have much more powerful mgmt stack (QubesOS/qubes-issues#1541 implemented), so many more users may want to use it (write own formulas etc).
