I'm thinking we should probably wait for the pending aer 0.10.4 to bundle it in this release (Qiskit/qiskit-aer#1481) |

Aer 0.10.4 has been pending for three weeks now, to be fair. Unless we're 100% certain it'll be released in the next couple of days, it probably doesn't really hurt that much to put out ibmq-provider now and do Aer in a patch release. |

I can say it will because we should push it to ensure that it does. The sluggishness on that release is blocking CI on docs jobs for downstream projects, see: https://github.com/Qiskit/qiskit-ibm-provider/runs/5802660703?check_suite_focus=true#step:5:539 |
