Add clean ecs persistent volume workflow

Motivation

This PR changes adds a Github Actions Workflow that removes all the files on the Zebra filesystem in ECS, using an additional ECS task.

Solution

Github actions workflow that gets as input the environment, region and ECS service name, to clean it's persistent volume.
