Overview
Release prep that bumps the root prime-agent workspace and published packages (@earendil-works/pi-ai, pi-agent-core, pi-coding-agent, pi-tui) from 0.2.2 → 0.2.3 in lockstep, updates internal ^0.2.3 dependency ranges, and refreshes package-lock.json.

Adds 0.2.3 changelog sections dated 2026-06-30. The substantive user-facing work is documented there (not in this diff): pi-ai MCP/OAuth catalog and Qwen3-30B; pi-coding-agent Linear/Notion skills, attach-image, first-class subagent sessions, persistent IPython across compaction, and assorted UI/session fixes; pi-agent-core and pi-tui get version headers only.

Also pins openai in packages/ai from ^6.44.0 to exact 6.44.0 in the lockfile.
