This change updates the schema source definitions for the resource manifest and the `dsc resource list` output to account for the new `whatIf` property and `WhatIf` resource capability. A future commit will regenerate the schemas.
This change regenerates the schemas with the updated definitions for the `whatIf` property and `WhatIf` resource capability.
This change updates the reference documentation and the changelog to reflect the support for resource participation in `dsc config set --what-if` implemented in PowerShell#441.
