How can I represent the skew angle on page level? #9

While it's pretty neat that I can represent skew on region level, deskewing is typically (i.e. in ABBYY products) a process which is applied on page level only. How can I incorporate skew angles on page level in PAGE XML?

With the help of `OSD`, tesseract determines the skew angle for
images. The wrapper applies this to pages and regions. It is
not clear yet how to save the estimated skew angle in PAGE
XML. Cf. PRImA-Research-Lab/PAGE-XML#9
