Fix config updates in RAR BeanVal FAT #29689

Test previously updated with PR OpenLiberty#26627 to properly wait for app to stop on config updates. However, a couple tests have more than one app, so still not waiting for all apps to stop, resulting in an error that two applications cannot be started with the same name. - Update test to wait for all applications to stop on config updates
