Fix for OpenLiberty/ci.maven#1741

Increased timeout on file watcher getEvents() method. For some reason, it was taking longer in more recent version of the plugin. This cause the code to fall back to polling.
Fix polling problem on file monitoring. Need to handle watching multiple files in a single directory.
