[Typescript] add missing typeRoots config on tsconfig

The following issue raised the problem that the sdk cannot be properly generated when it is nested inside other projects or using workspaces.
Issues:

• [BUG] [TypeScript] Generated TypeScript dependency version conflict when generated module nested in another project #2394

The main problem is that by default Typescript is looking for types on all parent node_modules/types directories as stated in the docs. https://www.typescriptlang.org/tsconfig/#typeRoots

This PR that was merged years ago already fixed the issue for most typescript modules. #2395

This PR just replicates the logic for the new generic typescript generator who is missing the typeRoots option.

• If your PR solves a reported issue, reference it using GitHub's linking syntax (e.g., having "fixes #123" present in the PR description)
• If your PR is targeting a particular programming language, @mention the technical committee members, so they are more likely to review the pull request.
