fix(typescript-angular): fix new angular dependency cli option usage

Fixes

I recently added new cli options (tsVersion, rxjsVersion, ngPackagrVersion and zonejsVersion) for Angular generation (in PR #20205), but the implementation was wrong. I correct it in this new PR.

I created two separate samples, one for Angular 19 with "blessed version" and another with cli option override.

@joscha I also figured out how to run the ts-typecheck-all.sh based on your comment: the package.json was not generated because the npmName option was not defined!
