[SPRING BOOT] generate EnumConverterConfiguration for resolved inline enums

If there are (only) inline enums and RESOLVE_INLINE_ENUMS is set, no EnumConverterConfiguration.java is generated. This PR fixes this.
The problem was that we checked for the existence of non-inline enums before RESOLVE_INLINE_ENUMS took effect. So I moved the check for those enums to a later point.

• File the PR against the correct branch: master (upcoming 7.1.0 minor release - breaking changes with fallbacks), 8.0.x (breaking changes without fallbacks)
• If your PR is targeting a particular programming language, @mention the technical committee members, so they are more likely to review the pull request.
