Merge-sweep blocker readback on head d41ab7b: occ-preflight/verify are failing because is declared in but has no PASS receipt. The contract text marks this item pending until is merged/deployed and a scheduled run proves the complete correlation-scoped chain.\n\nI did not mint a receipt: there is no current admissible PASS proof for that pending live scheduled chain item, and fabricating one would violate the sweep rules. Existing receipts for #3551 and the #9588 self-bind are present; this PR remains blocked on the real AC1 proof.

Correction to the prior merge-sweep blocker comment: the failing eligibility item is OMN-16964:ac1-live-scheduled-chain-proof:command in contracts/OMN-16964.yaml. That contract item says it remains pending until omnibase_infra#3551 is merged/deployed and a scheduled chain-canary.yml run proves the complete correlation-scoped chain. I did not mint a receipt because there is no current admissible PASS proof for that pending live scheduled chain item.
