OMN-10278

Adds OCC evidence receipts so omnibase_compat#85 and omniclaude#1561 can pass the verify gate:

• dod-omnibase-compat-pr-85: PR ci: deploy TODO enforcement hooks and workflows [OMN-5694][OMN-5695] #85 (detect_test_paths fix)
• dod-omniclaude-pr-1561: PR contracts(OMN-11931): add knowledge health evidence #1561 (delegate-contract-runtime-routing)
• dod-occ-pr-917: self-binding receipt for this OCC PR

Also extends the contract with dod_evidence entries for these three items.
