Summary

  • Bind all 8 OMN-9713 receipt files to omnibase_infra PR chore(occ-deps): update rerun state after 4314185e #1538 by setting pr_number: 1538
  • All receipts had blank pr_number, causing the receipt gate to fail with pr_ticket_mismatch
  • No logic changes — only pr_number updated in all receipt YAML files

Why

The receipt gate (OMN-10419) requires at least one PASS receipt to bind to the downstream PR number or one of its commit SHAs. Without pr_number set, the gate cannot confirm the receipts belong to omnibase_infra#1538.

All 8 receipt files had blank pr_number. The receipt gate requires at least
one receipt to bind to the downstream PR number or commit SHA. Set pr_number
to 1538 (omnibase_infra#1538) on all OMN-9713 receipts.

OCC receipt gate checks commit_sha OR pr_number against the OCC PR's commits.
Update commit_sha from 326cebab (stale infra SHA) to 270ca31 (this OCC PR
commit) so OCC gate can verify binding. Infra gate binds via pr_number: 1538.

270ca31 so receipt_gate_cli can verify
the receipt binds to OCC PR #851 commits via commit_sha comparison.

* contracts(OMN-12006): add OCC contract and receipts for bifrost capability-backend rewrite

Documents OMN-12006 — the bifrost_delegation.yaml rewrite that:
- Sets model_name: null for all local backends (PR #853)
- Renames backends to capability-named IDs (local-coder, local-reasoner, etc.) (PR #856)
- Restores capability names after PR #851 merge-conflict revert (PR #871)

Includes receipts for all three omnimarket PRs and the OCC self-binding receipt.
