Corrective companion for OmniNode-ai/omnibase_infra#3217.
This PR is non-authorizing evidence repair only. It records the exact #3217 product head and marks the reported 26,529 remote-unit summary UNVERIFIED because its retained suite-log body is not independently readable. It does not assert verified source-to-artifact derivation, approval, execution, deployment, or activation.
Dependency: this PR must incorporate the historical #3213/#8290 correction from OCC #8298 exactly once before final evidence hashes and final self-binding.
