OCC's own receipt-gate requires a PASS receipt with pr_number == this PR's number for the cited ticket OMN-10637. Adds dod-occ-pr-760 binding to PR #760 so the receipt gate on this PR itself can pass. Pattern matches OCC #759 dod-occ-pr-759 (OMN-10079). The companion dod-003 binds OMN-10637 evidence to the consumer PR (omnibase_infra #1514).

Receipt-gate's validate_occ_merge_eligibility requires at least one PASS receipt with pr_number == <consumer-pr-number> or commit_sha ∈ <pr-shas>. Existing dod-001 and dod-002 are bound to OCC PR #758 (this repo); dod-003 binds to omnibase_infra#1514 so Receipt Gate can verify that the routing-rules work registered under OMN-10637 has a PASS receipt tied to the consuming PR. Pattern matches OCC PR #754 (OMN-10636), #756 (OMN-10641), #751 (OMN-10635). * docs(OMN-10637): add self-binding dod-occ-pr-760 receipt OCC's own receipt-gate requires a PASS receipt with pr_number == this PR's number for the cited ticket OMN-10637. Adds dod-occ-pr-760 binding to PR #760 so the receipt gate on this PR itself can pass. Pattern matches OCC #759 dod-occ-pr-759 (OMN-10079). The companion dod-003 binds OMN-10637 evidence to the consumer PR (omnibase_infra #1514). * docs(OMN-10637): declare dod-003 and dod-occ-pr-760 in contract Receipt-gate's validate_occ_merge_eligibility iterates dod_evidence from the contract YAML, then loads receipts at <dir>/<ticket>/<id>/<type>.yaml. Receipts on disk that the contract doesn't declare are never looked up. Adds dod-003 (binds bifrost evidence to omnibase_infra PR #1514) and dod-occ-pr-760 (self-binding for OCC's own receipt-gate) to dod_evidence so the corresponding receipt files (already added in prior commits) are picked up.
