OMN-15683 — OCC companion (local-CLI mint fallback)

Adds a contract + DoD receipt for omnimarket PR #2106 (converts delegation_events.tenant_id from a legacy TEXT slug to the canonical UUID identity). occ-preflight/eligibility on omnimarket#2106 is red because the PR body carries no Evidence-Source: line at all — no autobind companion was ever produced. Same class as the OMN-16106/OMN-16191 silent-drop symptoms documented elsewhere tonight.

Real RED-before/GREEN-after differential via the GitHub contents API: the new migration file 0031_delegation_events_tenant_id_to_uuid.sql is absent (404) at omnimarket#2106's base SHA and present with real tenant_id/UUID conversion content at head. Probe run live before committing (exit 0, PASS).

contract_sha256/contract_entry_sha256 computed via omnibase_core.validation.validator_receipt_gate (never hand-authored).

Note: omnimarket#2106 is itself a DRAFT PR, so it stays unmerged regardless of this companion landing — this just ensures its Evidence-Source citation resolves once someone marks it ready.
