OMN-16217 — OCC companion (local-CLI mint fallback)

Adds a contract + DoD receipt for omnimarket PR #2107 (gates the coverage-sweep-gate job behind non-draft PR state, mirroring OMN-15731/OCC#6686's draft-state admission pattern). occ-preflight/eligibility on omnimarket#2107 is red because the PR body carried a malformed Evidence-Source: OMN-16217 line (a ticket ref, not an OCC#<n>/SHA form) — no autobind companion was ever produced. Same class as the OMN-16106/OMN-16191 silent-drop symptoms documented elsewhere tonight.

Real RED-before/GREEN-after differential via the GitHub contents API: the coverage-sweep-gate job's if: condition is unconditional (if: always()) at omnimarket#2107's base SHA and carries the !github.event.pull_request.draft clause at head. Probe run live before committing (exit 0, PASS).

contract_sha256/contract_entry_sha256 computed via omnibase_core.validation.validator_receipt_gate (never hand-authored).

Note: omnimarket#2107 is itself a DRAFT PR, so it stays unmerged regardless of this companion landing — this just ensures its Evidence-Source citation resolves once someone marks it ready.
