Append-only companion for OMN-15717. Re-binds active OCC evidence for
OmniNode-ai/omnibase_infra#2678 from head b3be097cd to head
c491a7448262893b95105bc26a05f50f16c17e14, which is the current live head at
time of authoring (no commit was pushed to #2678 by this PR; the infra PR's
2/2 retrigger budget is untouched).

CI on the target head is green on the required set: run 31377804281
(head_sha == c491a744...) conclusion=success, 57 success / 1 skipped;
gh pr checks 2678 --required returns exactly one row, CI Summary pass.

Follows the exact structure of onex_change_control#6310 (append-only,
+N/-0 per file): one new dod_evidence entry in contracts/OMN-15717.yaml
superseding dod-active-bind-pr-2678-b3be097c, plus a matching receipt
under drift/dod_receipts/OMN-15717/dod-active-bind-pr-2678-c491a744/
with a real, self-run falsifiable probe (exit 0, probe_stdout: "true").
