Supersedes OCC#6192, whose head lives on a fork branch this session cannot push to and was DIRTY/CONFLICTING against dev (dev already carries a merged companion, #6189, bound to infra PR #2681's prior head; #2681 has since moved to a new head that #6189 does not cover).

Append-only resolution: dev's existing entries (dod-OmniNode-ai-omnibase_infra-pr-2681, dod-deploy-assessment, occ-self-bind-pr-6189) are byte-intact. Three new entries are appended, rebinding to infra PR #2681's current head 0e21e0c4f055d3bd6b820b0c9afe1f1cbb60c00f:

• dod-OmniNode-ai-omnibase_infra-pr-2681-rebind-6192
• dod-deploy-assessment-rebind-6192
• occ-self-bind-pr-6192 (repaired OPEN-or-MERGED predicate, per the occ-self-bind-pr-6134/6149/6155 pattern)

All three check_value commands verified live-passing before commit. Built from the original #6192 branch content (same author's rebind), merged onto current dev, conflicts resolved append-only, with a receipt-honesty fix (verifier != runner) required by this repo's own pre-commit gate.
