Summary

Adds the change-control contract and three PASS receipts for OMN-9869, which propagates ModelLlmAdapterRequest.timeout_seconds through AdapterLlmProviderOpenai._translate_request into the infra inference request.

Pairs with omnibase_infra PR OmniNode-ai/omnibase_infra#1467 — that PR is currently blocked by the verify / verify Receipt-Gate, which this PR resolves.
